The Friends of Children with Special Needs (FCSN) After School Program is designed to serve students from 1st through 12th grade who have permanent developmental disabilities. These include intellectual disabilities, autism spectrum disorder, Down syndrome, and other lifelong neurological or cognitive conditions. Our program does not serve individuals with temporary conditions resulting from illness or injury.
FCSN recognizes that every individual has a unique developmental profile. Our program provides structured, supportive environments tailored to meet the needs of clients with physical, emotional, cognitive, and learning disabilities. We are committed to fostering growth, social engagement, and independent living skills in a respectful and inclusive setting.
Program Dates: October 1 – October 31, 2025 (the client is required to attend at least 21 days to meet the 90% attendance requirement.)
Program hours: Monday to Friday, 12:00 PM – 6:00 PM
If you plan to enroll your child for this month, please complete the forms following page.
1. Registration & Attendance
Clients must attend at least 90% of the program days offered each month to maintain enrollment.
For example, if the program operates for 20 days in a month, the child is required to attend at least 18 days, and tuition will be charged for those 18 days, regardless of any absences.
If a child’s attendance falls below 90% in any month, they will automatically be placed on the waiting list for future registration.
A minimum of 3 hours per day is required.
Every third week of each month, parents will receive a monthly enrollment link to confirm their child’s participation for the upcoming month and to sign the program policy agreement.
If a parent chooses not to enroll their child for a particular month, the child’s spot will not be held and will be released to the waitlist.
Re-enrollment will depend on space availability. If space becomes available, parents will receive the monthly enrollment link during the third week of the month to re-enroll their child.
2. Tuition & Billing [UPDATED Effective October 1, 2025]
Tuition is hourly-based, calculated from the child’s actual attendance multiplied by the hourly rate, which varies depending on the type of service.
3. Absences & Notifications
Parents must notify the program coordinator at least 24 hours in advance of any absence to avoid being charged.
If notice is not provided at least 24 hours in advance, the minimum 3-hour daily charge will apply and be billed to the parent, as staffing is scheduled based on expected attendance.
This policy applies to all types of absences, including but not limited to illness, medical appointments, or personal reasons.
If the absence is due to illness or family emergency, a doctor’s note or verifiable documentation must be provided to excuse the absence and to maintain enrollment and priority in the program.
4. Regional Center Clients (POS)
For clients receiving Purchased of Service (POS) funding through the Regional Center of the East Bay:
If a child’s attendance hours exceed the authorized POS hours, parents are responsible for paying the difference out of pocket.
Please check with your child’s RCEB case manager for the amount of hours your child has each month so you can plan attendance accordingly.
5. Payment Method
